“Continuation of CalRecycle’s Packaging Reform policy model development process. This workshop will build upon the policies discussed at the March 22, 2017 Packaging Reform Workshop.
Given that there is not a one-size-fits-all policy solution for all packaging, the Department is choosing to evaluate which mandatory policy models and instruments might be best suited to increasing collection and recovery of specific packaging types.
In order to provide stakeholders with early opportunity to provide feedback and help make this workshop discussion more robust, CalRecycle is soliciting stakeholder input on potential screening criteria and data sources that will be used to evaluate each criterion for the purpose of evaluating and identifying packaging types. CalRecycle will consider revising these criteria based on feedback received by July 31, 2017 via
packaging@calrecycle.ca.gov."

The proposed rules should ensure that only authorized entities receive public funding for the compliant management of specified wastes, that only covered electronic devices generated in California enters the program and that the funds derived from fees paid by California consumers are expended only on activities conducted in compliance with applicable law.
"The proposed regulations will affect areas within Chapter 8.2 of Division 7 of Title 14 of the California Code of Regulations. They will primarily serve as a vehicle to finalize two existing emergency regulation packages that address:
- The assessing of civil liabilities pursuant to the authority granted under Public Resources Code (PRC) section 42474, and
- The management of treatment residuals derived from the dismantling of covered electronic waste (CEW).
In addition to other general edits, the proposed rules will also amend and clarify aspects of definitions, applicability and limitations, documents and records, net cost reports, applications, prohibited activities, appeals, requirements for collectors and recyclers, claims, cancellation, and manufacturer payments."
